2023 CFA APPLICATION FOR OFFICE OF COMMUNITY RENEWAL

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS

The Village of New Paltz will hold a hearing on April 12, 2023 at 7:00 PM at Village Hall, First Floor Meeting Room, 25 Plattekill Avenue, New Paltz, New York 12561 for the purpose of hearing public comments on the Village of New Paltz’ community development needs, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2023 Program Year.

The CDBG program is administered by the New York State Office of Community Renewal (OCR), and will make available to eligible local governments approximately $50 million for the 2023 program year for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons.  The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals.  Comments on the CDBG program or proposed project(s) will be received at this time.  The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.

At the hearing the Village will describe types of grant assistance available from the NYS Office of Community Renewal and will seek comments and suggestions from the public as to proposed uses of Community Development Block Grant funds.   The types of activities that may be undertaken with Community Development Block Grant program funds include acquisition and disposition of real property, public facilities and improvements, clearance activities, public services, payment of non-federal share of another federal program, removal of architectural barriers, relocation, rehabilitation and preservation activities, economic development and job creating activities.

Draft application(s) for Community Development Block Grant assistance including possible Public Infrastructure, Public Facilities and Community Planning applications will be discussed.  The Village is considering a 2023 CFA Public Infrastructure application in an amount not to exceed $1,000,000 to replace aged sanitary sewer facilities to continue complying with a NYS DEC Order on Consent.  The proposed project(s) will primarily benefit low and moderate income persons.

Documents related to the proposed Public Infrastructure project that will be reviewed at the public hearing will be available for public inspection at office of the Village Clerk by request and at the Village website https://www.villageofnewpaltz.org/ on or before April 7, 2023.

The Village of New Paltz will make every effort to ensure that the public hearing is accessible to persons with disabilities. Winter Storm, Message from County Executive

Due to the winter storm — all clerical staff is working from home today.


Ulster County Executive Jen Metzger has declared a state of emergency. Copied from the Ulster County Facebook post below:

“***UPDATE: Effective 4:00am Tuesday, March 14, travel restrictions will be in effect. All non-emergency vehicle travel on the Ulster County road system will be prohibited until further notice.***

The National Weather Service has issued a Winter Storm Warning for Ulster County, beginning this evening and continuing through Wednesday. Because of the high likelihood of dangerous conditions, I am declaring a County state of emergency, effective today, Monday, March 13, starting at 8:00pm. All County offices will be closed tomorrow, Tuesday, March 14, and I strongly discourage the public from traveling after 8:00 pm tonight [Monday, March 13].
Important takeaways from the forecast are as follows:
❄️Expect a long-duration, significant winter storm system.
❄️ Double-digit snow amounts are expected across most of the area with 1.5-3 feet of snow possible (snow amounts and impacts will be elevation dependent).
❄️ Rain in the valleys will change to snow and accumulate late tonight.
❄️ Snow rates of 1-2”+/hr expected late tonight into Tuesday afternoon, especially over the higher terrain. Peak snowfall rates midnight to noon Tuesday.
❄️ Difficult to impossible travel anticipated, particularly for the morning and evening commutes on Tuesday.
❄️ North-northwest winds gusting 30–45 mph, Tuesday into Wednesday.
❄️Numerous power outages expected due to downed trees and wires from the combined effects of heavy wet snow and winds 30-45 mph.

Temporary parking options:

To help get vehicles off Village streets during snowstorms so our Department of Public Works (DPW) may safely clear roadways, free overnight parking is available before storms and for 24 hours after the snow has stopped in the Huguenot Street municipal lot that leads to the Gardens for Nutrition and the Village sewer plant. The lot currently includes 29 spaces that are available on a first-come, first-serve basis.
Subsequently, the DPW will begin plowing the Huguenot Street lot 24 hours after the snow has stopped and any vehicles still in the lot at that time will risk being ticketed and towed.
Shoveling out one’s vehicle and making sure it is removed from the Huguenot Street lot before DPW plowing commences, regardless of a storm’s size, will be the sole responsibility of vehicle owners and not the Village DPW.
At any time, vehicles that block the thoroughfare on the left (west) side of the Huguenot Street lot heading towards the sewer plant risk being ticketed and towed immediately.

NOTICE OF PUBLIC HEARING ON THE TENTATIVE BUDGET FOR FY 2023-2024

VILLAGE OF NEW PALTZ NOTICE OF PUBLIC HEARING ON THE TENTATIVE BUDGET OF THE VILLAGE OF NEW PALTZ FOR THE FISCAL YEAR 2023-2024

 

NOTICE IS HEREBY GIVEN that the Tentative Budget of the Village of New Paltz for the fiscal year beginning June 1, 2023, including General Village Funds and all other funds, has been completed and filed in the office of the Village Clerk of the Village of New Paltz, 25 Plattekill Avenue, New Paltz, New York, where it is available for inspection by any interested person during office hours.

 

The Board of Trustees of the Village of New Paltz shall hold a Public Hearing on said Tentative Budget on March 22, 2023, at 7:00 PM, showing such changes, alterations, and revisions as shall have been made therein by the Board of Trustees of the Village of New Paltz.  At the Public Hearing, any person may be heard in favor of or against the Tentative Budget as compiled or for or against any item or items therein contained.

 

There are three ways public comments can be submitted:

  1. Watch the meeting live streamed on YouTube via the Village of New Paltz channel https://www.youtube.com/channel/UCwFFe8fJSmBzh10DPOy0btQ and submit comments through the chat function that is monitored throughout the meeting
  2. Submit comments in writing to projectmanager@villageofnewpaltz.org prior to the meeting
  3. Request to participate in the Zoom video conference and join the meeting to speak during the public hearing or comment period. A link to join the meeting will be posted on the Village of New Paltz website. Use the “raise hand” function in Zoom to indicate you wish to speak.

 

The following are the proposed annual salaries of the Board of Trustees of the Village of New Paltz:

Mayor                            $ 60,255.00

Deputy Mayor                $   9,000.00

Trustees (3)                    $   8,000.00 (each)

 

Citizens have the right to provide written and oral comments and ask questions concerning the entire budget and the relationships of entitlement funds to the entire budget.
