WATER CONSERVATION EMERGENCY FROM 8-15-2019 TO 12-15-2019

RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF NEW PALTZ DECLARING A WATER CONSERVATION EMERGENCY FROM AUGUST 15TH 2019 TO DECEMBER 15TH 2019 DURING THE NEW YORK CITY DEPARTMENT OF ENVIRONMENTAL PROTECTION REPAIR WORK ON THE CATSKILL AQUEDUCT

WHEREAS, The Catskill Aqueduct is the primary source of freshwater for the Village of New Paltz; and

WHEREAS, The New York City Department of Environmental Protection will shut down the Catskill Aqueduct for repairs between August 15th 2019 and December 15th 2019; and

WHEREAS, The Village Code § 207-15 “Emergencies.” States “the Board of Trustees shall publicly declare the existence of an emergency by adopting a resolution to that effect”; and

WHEREAS, The Standard Operating Procedure Manual for the Village of New Paltz Drinking Water System Preparation for Catskill Aqueduct Shutdown Period (Revised August 2018) recommends banning non-essential outdoor watering activities during the shutdown,

THEREFORE BE IT RESOLVED that the Village Board declares a Water Conservation Emergency from August 15th 2019 through December 15th 2019; and

BE IT FURTHER RESOLVED that no water from the Village water system shall be wasted in any manner nor shall any water be used for any purpose other than necessary household or business consumption until the emergency terminates; and

BE IT FURTHER RESOLVED that necessary household and business use shall include use of water for drinking, washing and bathroom facilities but shall not include the use of water for sprinkling lawns or shrubbery, washing of porches or vehicles or use of water in air-conditioning equipment where the water is not recirculated or for other uses of similar character; and

BE IT FURTHER RESOLVED that water may be shut off for violations in the same procedure provided in Subsection C of § 207-1 of Chapter 207: Water.

Climate Vulnerability Assessment

In the past year, New Paltz Climate Smart has completed a greenhouse gas inventory, is currently working on a climate action plan, and is in the process of studying our vulnerability in New Paltz to climate change.  Climate change presents threats to New Paltz and the Town and Village may already be experiencing some of those impacts. To prepare for the future and ensure New Paltz remains a resilient and safe community, the Town and Village are developing a Climate Vulnerability Assessment throughout 2019. The assessment focuses on Town and Village operations and assets, but depends on community members like you to help identify what aspects of New Paltz may be susceptible to climate hazards—and how adaptable or ready our community is to face them. This activity will help advance New Paltz commitments toward the New York State Climate Smart Communities certification program.

The survey will take you about 15 minutes to complete. Because climate change can impact many aspects of our community, the questions are grouped into community systems, such as for food, sources of energy, transportation and housing, and jobs. Your answers are entirely based on your perceptions alone (there are no right or wrong answers). Your responses will remain completely anonymous to be combined with answers from your neighbors who participate in the survey to inform New Paltz’s Climate Vulnerability Assessment. You can skip any question, or mark that “you don’t know”, as well as provide explanations after the end of each section. Your thoughts will inform the development of the Town and Village’s climate adaptation strategies.
